A 230V to 110V adaptor is required to complete either a Class I or Class II test on the 110V appliance.
Within the adaptor, the L and N wires are shorted together and connected to the neutral pin, and the earth is connected to earth as standard. The adaptor is connected in this manner in order to prevent it being used in a powered test, or as an appliance power adaptor.
